Renewable Energy for New York; Request for Expressions of Interest

Achtergrond
In de zomer van 2007 lanceerde Bloomberg ‘PLANYC2030’: een lange termijn beleidsvisie op hoe de stad moet groeien op duurzame wijze. Luchtkwaliteit en infrastructuur voor transport en water zijn belangrijke elementen van dit plan maar ook het ondernemen van actie om klimaatverandering tegen te gaan staat in die visie centraal. Regelmatig worden concrete plannen uitgevaardigd om de beleidsvisie te implementeren.
In mei van dit jaar lag het voorstel voor invoering van ‘congestion pricing’ voor, maar dit sneuvelde in de politiek in Albany, de hoofdstad van de staat New York. Afgelopen juli werd het actieplan uitgebracht om energieverbruik en emissies van gemeentelijke gebouwen terug te dringen.
De meest recente invulling aan PLANYC2030 werd deze week door Bloomberg gegeven door introductie van het voorstel om meer duurzame energie op te wekken.
Dit plan zou de skyline van de stad drastisch veranderen. De burgemeester zou graag zien dat de bruggen, wolkenkrabbers en wateren rondom de stad worden ingezet voor het opwekken van alternatieve vormen van electriciteit. De visie is niet alleen geboren uit de wens om de stad groener en schoner te maken, maar ook vanuit de noodzaak om alternatieven te zoeken voor de overbelaste electriciteitsinfrastructuur die met enige regelmaat voor black-outs zorgt, meestal op kleine schaal maar soms ook op grote schaal. Naast mogelijkheden in de stad wordt ook nadrukkelijk gekeken naar mogelijkheden voor energieopwekking d.m.v. offshore windparken voor de kust van Long Island. NY Times kopte in reactie daarop: “Mr. Mayor: We Had Windmills 400 Years Ago”, onder verwijzing naar het bijna 400 jaar oude zegel van de stad NY, waarop in het midden een windmolen prijkt.
Het bouwen van windparken in of nabij stedelijke gebieden gaat niet zonder obstakels. Het electriciteitsbedrijf Long Island Power Authority is al langere tijd bezig met het ontwikkelen van een offshore windpark. Nu ook NYC in deze richting denkt zou hier mogelijk nieuw leven in kunnen komen.
Om concreet invulling te geven aan de visie om duurzame energieopwekking in en om de stad te genereren heeft NYC Economic Development Corporation in opdracht van Bloomberg een aanbesteding uitgeschreven waarin voorstellen worden gevraagd om diverse duurzame energie technologieën te introduceren. Nadrukkelijk wordt gezocht naar toepassing van windenergie in de stedelijke omgeving (kleine turbines op gebouwen of bruggen) en zonneenergie (PV, geintegreerd in gebouwde omgeving). Er wordt niet alleen gezocht naar nieuwe technologie maar ook naar systeem- en infrastructuurinnovaties, bijvoorbeeld gedeeld gebruik van zonnepanelen of verhuur van daken die voor energieopwekking met zonnepanelen kunnen worden gebruikt. Daarnaast wordt gekeken in hoeverre bestaande projecten zoals inkoop van duurzame energie en opwekking met behulp van getijde stroming kunnen worden opgeschaald.

Regional Greenhouse Gas Initiative seeks proposals for \'Auction Implementation Services\' and \'Emissions Offset Component\'
Regional Greenhouse Gas Initiative, Inc. (\"RGGI, Inc.\") is a nonprofit
organization formed to provide technical and scientific advisory
services to participating states in the development and implementation
of the CO2 Budget Trading Program under the Regional Greenhouse Gas
Initiative (RGGI). Information on the RGGI program is available at
www.rggi.org .
On November 19, 2007, RGGI, Inc. issued two requests for proposals
(RFP): Auction Implementation Services and Emissions Offset Component
Implementation Services. The RFPs are available at www.nescaum.org .
Interested proposers should read these documents carefully.
RGGI, Inc. anticipates entering into agreements with the selected
proposers on or about February 19, 2008. The target date for the first
auction is June 2, 2008, or such later date as determined by RGGI, Inc.
and the participating states.
Responses to these RFPs must be received by RGGI, Inc. no later than 5
P.M. EST on December 18, 2007. Late proposals will not be considered.
Faxed or e-mailed copies will not be accepted. Specific submittal
instructions are described within the RFPs.

Great River Energy Request for Proposals Renewable Energy Supply ResourcesMay 29, 2007
A) Summary
Great River Energy (GRE) seeks proposals for renewable energy resources and other resources with low / no net CO2 emissions relative to coal or natural gas fueled generation. A Nonbinding Notice of Intent to Respond is due on Friday, June 22, 2007. Proposals are due on Friday, July 12, 2007.
GRE is the second largest electric utility in Minnesota and the fourth largest generation and transmission cooperative in the United States in terms of assets. GRE is owned by the 28 cooperatives it serves. GRE has approximately 3100 MW of capacity for its peak summer season. GRE is a market participant, transmission owner, and transmission customer within the Midwest Independent Transmission System Operator (MISO) organization. GRE is subject to the Minnesota Renewable Energy Standard (RES), Minn. Stat. 216B.1691 (2007). The RES requires electric utilities to supply an increasing percentage of their energy sales from Eligible Energy Technologies, reaching 25% (for GRE) by 2025. Eligible Energy Technologies include: Technologies include:
• wind
• solar
• hydroelectric less than 100 MW
• biomass
• municipal solid waste
• landfill gas and anaerobic digesters, and
• hydrogen produced from any of the above
GRE will need about 1200 MW of wind resources by 2025 if the RES is met entirely with wind. GRE currently has slightly over 200 MW of wind resources in its energy portfolio, which is sufficient to meet the RES through approximately 2010. GRE is issuing this RFP to meet the energy needs of its members and to stay well ahead of the RES requirement. GRE is seeking approximately 300,000 - 600,000 MWh per year of new resources from Eligible Energy Technologies. GRE is most interested in projects entering commercial operation late in 2009, however earlier or later projects will be considered. Proposals for resources qualifying as Community-Based Energy Development (C-BED) pursuant to Minn. Stat. 216B.1612 (2007) are particularly encouraged. In addition to Eligible Energy Technologies, GRE is interested in proposals for other resources with low / no net CO2 emissions relative to coal or natural gas fueled resources. Proposals for demand-side resources will be solicited in a separate process.

RFI Waste-to-Energy Chicago
The City of Chicago issued a Request for Information (RFI) for ‘Waste-to-Energy-Technologies’. Through this ‘RFI’ the city aims to get a deeper insight in the best available technologies that potentially could be integrated in the cities ‘Zero Waste Initiative’. The main objective of this initiative is to implement several technologies simultaneously leading to a significant volume reduction of waste that is currently landfilled.
Through this RFI the city wants to be informed on mechanical, biological, thermal and chemical Waste to Energy technologies. The city is interested in available technologies but also in technologies that are about to be commercialized and early-stage technologies.
The RFI is part of the Chicago’s ambition to become the greenest city in the USA. Chicago is taking its leadership role in sustainability serious by implementing green practices in its day to day city operations and stimulating its citizens and business community to incorporate sustainability into their practices.
Currently the RFI will not lead to a contract for purchase selected technologies provided under this bid. However it will be an excellent opportunity for participants to showcase technologies that might lead to the next step and a ‘Request for Proposal’.
The Consulate General of the Netherlands in Chicago maintains an excellent relationship with the Department of Environment of the city of Chicago and already has introduced several Dutch wastemanagement companies. This has resulted in the specific request of the City of Chicago to the Consulate to inform Dutch companies and to stimulate the Dutch wastemanagement business community to participate in this RFI process.
Proposals under this RFI should be submitted no later then Friday, September 4th 2006 at 16.00 Central Time (23.00 NL time).

Program Summary:
The New York State Energy Research and Developm ent Authority (NYSERDA) requests proposals from companies located in or wishing to locate in New York that will result in new or expanded business in the State to assemble, install, distribute, manufacture, sell and/or service electric renewable energy (RE) technologies including: photovoltaics, (PV), wind power, hydro power, electric energy from waste heat, biomass and biogas, and associated “enabling” technologies such as storage batteries, ultra capacitors, inverters and power conversion devices. The technologies must be in commercial or near commercial stages.
Companies targeted under this solicitation include, but are not limited to, those seeking support for: licensing or acquiring new intellectual property; planning and acquiring or expanding space for manufacturing, assembly or distribution for sales and service, acquiring the information necessary for manufacturing, assembly and installation if new technology; securing the financing needed to begin, run or expand a renewable energy business; developing strategic partnerships for making, installing, distributing, servicing, supporting, and marketing the RE technology or service; conducting targeted marketing studies; developing new markets for existing technology; conducting initial sales and subsequent promotion of a renewable energy product or service; developing a more complete business plan; planning and implementing strategies to lower the costs of products and/or services; and, other business activities that will lead to new RE businesses in the State , or, for ex isting New York businesses to expand their capabilities or introduce new RE products or services. This PON is not intended to support the development of new technology, to provide direct financial incentives for the manufacture, assembly or installation of these technologies, or to support sales and/or service activities that are already occurring in New York. These types of support are available under other NYSERDA programs.
All proposals must demonstrate at least one of the following: a direct and quantifiable increase in target markets, an increase in em ployment in New York, and/or an increase in the adoption of the targeted technologies or services in
New York. All proposals must include a basic business plan outlining the path to a successful commercial venture.
The maximum funding for a proposal is capped at $200,000 with cost sharing of at least 50 percent by proposers.

Renewable Energy Business Development Program is designed to support
companies located in or wishing to locate in New York that will result in
new or expanded business in the State to assemble, install, distribute,

electric energy from waste heat, biomass and biogas, and associated

The Renewable Energy Technology Options Program is designed to expand the
level of New York State-manufactured renewable energy products and increase
their use across the state. $500,000 is available for Stage 1 projects and
$2,000,000 for Stage 2. This program will provide funding for individuals
and businesses to develop, demonstrate, commercialize, or market innovative
renewable (solar electric, wind, biomass and hydropower) technology
products, or improve manufacturing methods for these products.

The Renewable Energy Technology Manufacturing Incentive Program is designed
to expand the level of manufacturing of electric-generating renewable
energy products in New York. This program will provide funding for
renewable technology manufacturers to develop or expand a facility to
produce innovative renewable (solar-electric, wind, biopower and
hydropower) technology products. Available NYSERDA funding for this
solicitation is $4,000,000 and maximum per project is $1,000,000. Incentive
payments will include the following restrictions: 1) up to 25% of project
funding may be attributed to plant startup and 75% based on product sales;
2) a requirement for local-source content; 3) a limit of five years; and 4)
a requirement that the proposer must actively pursue all other incentive
and economic development assistance as part of this program.
Proposal Due Dates: June 1, 2006, 5:00 pm Eastern Time.

Sustainable Development Technology Canada (SDTC), a fund for the development and demonstration of clean technologies, announced
The call for SOIs invites entrepreneurs to submit initial applications that are simple and straightforward. The SOI application phase is designed to provide SDTC with a good sense of proposed technologies for preliminary screening, without imposing an arduous process on applicants.
SOIs are screened and evaluated by SDTC and a panel of independent experts to ensure adherence to selection criteria which include capabilities in technology, marketing and business (partnerships and funding). Applicants who meet SDTC\'s selection criteria will be invited to submit a detailed, full proposal at a later date for consideration toward funding.

NYSERDA issued several invitations for proposals for funding opportunities in the New York State region. Program Opportunity Notice no. 907 (PON 907)
invites proposals for product development and or demonstration of new sensors, controls and advanced technologies targeting energy management, power quality and electrical system reliability in residential or commercial-building applications or industrial manufacturing.
Proposed projects should be innovative and seek to improve power quality and reliability, increase energy efficiency, reduce peak loads, or improve productivity. DWP Weighs Proposals on Green Power
Agency solicits ideas in part to learn if they are financially feasible as it tries to increase its use of renewable energy from 3% to 20% by 2017.

The Los Angeles Department of Water and Power has received more than 40 proposals for renewable energy projects, including windmills, landfill-gas plants and solar farms, as it moves to boost the amount of green power it produces.
\"We had an overwhelming response,\" Henry Martinez, acting general manager of the department, said Friday.
City officials said the proposals represented an important step in efforts to increase the amount of renewable energy in Los Angeles\' electricity portfolio from 3% now to 20% by 2017.
\"I am pleased to see the great response,\" Mayor James K. Hahn said. \"This is an important milestone in meeting our goal of developing more renewable power resources.\"
Environmentalists said they would be watching to see whether the proposals were put in place.
\"This will be a test of how committed they are,\" said Bernadette Del Chiaro of Environment California, which advocates renewable power. \"If they are truly committed, they will find some good contracts to approve.\"
The city sought formal proposals in part to determine how much more renewable energy will cost than cheap coal power.
\"We felt it was time to get the real numbers so we can talk to our ratepayers,\" Martinez said. \"We have to look at the feasibility and the cost now.\"
Agency officials recently proposed a surcharge to pay for the additional cost of adding green power.
The surcharge would be phased in over 12 years and would not add much more than $3 to the average residential bill under a cap being considered by city officials.
The final figure will be calculated based on the proposals received by the agency as of the Sept. 13 deadline.
DWP officials refused to say Friday whether the proposals would provide electricity at a feasible cost, saying that they were just beginning their review.
They also refused to identify the companies that submitted proposals or the location of the proposed electricity plants.
The department would only say that the renewable energy proposals cover a broad spectrum of sources, including wind, geothermal, solar, small hydro, landfill gas, biomass and municipal solid waste.
\"The majority of proposals involve wind and geothermal,\" Martinez said.
Some of the projects could be developed in the Los Angeles area and California, while others are proposed for out of state, officials said.
Martinez said he believed the proposals were enough to cover the 1.32 million megawatt-hours per year of additional renewable energy that the DWP would like to acquire by the end of 2010.
By then, the city hopes to meet an interim goal of having 13% of its power come from renewable energy.
City Councilman Tony Cardenas, who is chairman of the committee overseeing the DWP, said in a statement that the proposals meant the department was \"on track with this important new direction.\"
DWP officials will recommend which proposals to pursue by November, with the idea of signing the first contracts in January or February, Martinez said.
